A form submission is a person who is comparing you to two other companies right now. If your reply comes tomorrow morning, you are bidding against someone who already spoke to them. Same-day is not fast. Same-hour is fast.

When to bring in help
Fix the free things first. Answering the phone and following up faster costs nothing but discipline. If, after that, the volume genuinely is not there, then you have a real marketing problem worth spending money on: local search visibility, a site that converts, and paid ads pointed at the work you actually want. In that order, and measured by booked jobs rather than clicks.
